Paul wasn't arguing, in Romans 9-11, for God's sovereign right to refuse to act for someone's salvation - he was arguing that it wasn't a breach of promise, nor unrighteous of God to now be granting salvation freely by His grace to all who believe, even though it meant many Jews, because of their unbelief, were missing out.
