Paul didn't claim that his Gospel was found verbatim in the Old Testament, as if his message was not in any way different from the Old Covenant lifestyle - rather, Paul claimed that the Gospel - both its historical facts, and its revelation of the redemptive significance of those facts - and the changes it implies - followed-on naturally from the Old Testament.
He claimed that the Old Testament predicted it. And foreshadowed it.
